Jammu terror act : Hizbul Mujahideen (HM) may have a command and control problem

In a recent terror attack in Jammu city of Jammu and Kashmir, one teenager was killed and more than thirty seriously injured.

A suspect was arrested for lobbying grenade under a bus on his way back to Srinagar. The suspect confessed to authorities that he owed allegiance to Hizbul Mujahideen (HM). He further mentioned that he acted based on command given by Hizbul Mujahideen district commander, Farooq Bhat.

Now comes the biggest twist in the event. Hizbul Mujahideen (HM) has now denied its involvement. HM Operational spokesman Burhan-u-Din said Hizb Chief Syed Salahudin, deputy chief Saifullah Khalid and field operational commander Mohammad Bin Qasim have condemned the Jammu blast in which a teen was killed and several other teens were injured.

Burhan-u-Din put the blame on Indian intelligence agencies blaming the later for creating these terror incidence to defame HM Kashmir movements.

Because of the confession of the suspect, India is quite certain the HM involvement and inciting of terror in the summer capital of Jammu and Kashmir.

The question rises, are HM. JeM and ISI operatives losing control over their rank and files? Clearly they will not like to create these terror incidences till June when Indian Parliament elections are over. That will give advantage to the ruling party who Pakistan and its proxies really do not like. However, it seems for some reasons the lower ranks of their cadre are just not following their top level instructions.
