Pakistan knew for a long time there is no way it can defeat India in a conventional or non-conventional war. They realized nuclear option is really useless except for black mailing. Terror outfits can pinch India a bit but cannot even shake enough to get a serious notice from the eastern neighbor.

In early nineties, after the end of the cold war and disintegration of Soviet union Pakistan's ISI came across a massive surprise. They realized Indian politicians like that of other South Asian countries were corrupt and needed help in transferring their looted money from India to international safe financial heavens. Some well known international safe heavens were valid options but that also needed a safe and clandestine path through the middle east. International financial systems continuously watches money laundering signatures. Indian politicians needed a cover that can deliver the money safely through Middle eastern countries into financial safe heavens.

ISI provided that cover through their deep rooted Hawala networks in the Middle East. Billions of dollars were transferred through these mechanisms from India in the last thirty years. In the process ISI of Pakistan found itself in a great position to reach deep into Indian politics.

Today, India faces for the first time in the last seventy years a scenario that certain politicians in India are forced to support Pakistan during confrontation between India and Pakistan. Some call it vote bank politics for minority votes. But actually the problem much more grave.
